Vendor Question
Would a head with a small, temporary holding tank with offshore gravity disposal be acceptable?
Harbor Commission Response
Any head will need a holding tank and pumpout capabilities, as our duties do not take us offshore. We will consider a port-a-potty as an alternative.
Vendor Question
Re: Electrical systems: Would the integration of a lithium-ion battery system be a suitable option to ensure optimal power management and functionality?
Harbor Commission Response
We are open to any workable system that you may propose.
Vendor Question
Is there a requirement to have AIS combined with one of the VHF radios?
Harbor Commission Response – updated
We do not wish to have AIS broadcasting on our vessel. AIS receiver-only capability may be desirable. This can be discussed in contract finalization with the successful bidder. AIS as an option will not be a disqualifying item.
Vendor Question
Re: Electronics: Is there a specific night vision camera that you require?
Harbor Commission Response
We are open to any electronics package that the builders usually install and have experience with.
RFP Update:
We are extending the deadline for proposals to May 31, 2024! If you have already submitted a proposal, we will not open it until that date. You may use this time to resubmit if you wish. Questions will be accepted via email to phm.admin@portlandharbor.org until May 15 at 5:00 p.m. and answered in this space. Proposers are responsible for checking back here for any updates.
RFP Update:
Vendor Question
Would a bond still be required if we forgo requiring Progress Payments? Bonds are annoying to set up, and we would rather just build the boat and bill once the vessel is delivered – this is common practice.
Harbor Commission Response
There seem to be opposite concerns regarding bonding. In order to be responsive to a range of potential bidders and not exclude small businesses, we will allow, in lieu of a direct bond, that a builder assume all responsibility and liability through delivery and sea trials and acceptance. Final bonding and payment arrangements will be determined in contract negotiations with the successful bidder.
RFP Update:
Vendor Question
I’m sure you’re aware most of the companies that will be bidding this project are small businesses that employe a couple hundred people at best. Performance bonds are costly for small businesses, especially when they have numerous performance bids posted on other projects. Will the Portland Harbor consider removing the performance bond all together, or consider a much lower bond?
Harbor Commission Response
We are aware of small business challenges and support them whenever possible. The 100% bonding is a federal requirement for contracts funded by award monies, per 2 CFR §200.326. We are unable to change that requirement for this purchase.
