Any marine event taking place within the jurisdictional waters of Portland Harbor such as a regatta, race or parade requires a permit from the Harbor Master’s Office. This is to ensure all waterfront users are notified in advance of the marine event to limit disruptions to harbor operations and adequate public safety availability when needed.
